NOTICE IS HEREBY GIVEN that the City Council (the “Council”) of the City

of North St. Paul, Ramsey County, Minnesota, will hold a public hearing on

Tuesday, July 30, 2019, at or after 6:30 p.m., in the City Council Chambers

at City Hall, 2400 Margaret Street N., North St. Paul, Minnesota, relating to

the proposed establishment of Tax Increment Financing District No. 4-11 (a

soils condition district) within Development District No. 4, and the proposed

adoption of a Tax Increment Financing Plan therefor, all pursuant to and in

accordance with Minnesota Statutes, Sections 469.124 through 469.133 and

2.1 This ordinance is based on the

following findings:

1. The proposed change is

consistent with the spirit, purpose

and intent of the City’s Double

Dwelling (R2) Zoning District.

2. The proposed change will not

substantially injure or detract from

the property adjacent to the area

included in the proposed change or

plan is adequately safeguarded.

3. The proposed change will serve

the best interests and conveniences
