2019 COUNTY BOARD OF APPEAL AND EQUALIZATION

JUNE 18, 2019

Chair Karwoski called the 2019 Washington County Board of Appeal and Equalization meeting to order at 5:01

p.m. Present are Chair Karwoski, Commissioners Miron, Johnson, Kriesel, Weik, and Deputy Administrator/Auditor

Treasurer Corbid.

Chair Karwoski welcomed all attendees and explained that the purpose of the meeting is to review the 2019

classification and valuation concerns of the property owners that brought their appeals before the Board.

Deputy Administrator/Auditor Treasurer Corbid administered the oath to the Washington County Board of Appeal

and Equalization members. The required swearing-in form was signed and notarized.

County Assessor Munneke introduced the assessment staff in attendance. He gave a recap of the 2019

assessment, summarized the Local Board and Open Book meeting appeals, and reviewed the appeals format for

tonight’s meeting agenda. He also stated that the State Board of Equalization statistically tests the assessment each

year for equalization and uniformity. The State Board recently completed their review of our 2019 assessment and

ordered no corrective measures.

Ten properties are on the meeting agenda. One email letter was received and added as a walk-in. A synopsis of

each case is below.

Richard Roeser appeared before the Board stating that the value of his property is too high. He presented a packet

which referenced one property that recently sold and one that is currently for sale. He feels his property should be

valued at $600,000. This information will be reviewed by the Board and staff.

packet of three properties to the Board. She referenced national percentage increases for sales in the greater St.

Paul area. There was discussion about the development in the area. It was noted that the County does not use the

sales of newly built homes when establishing values. She feels the property should be valued at $400,000.

property has had no interior inspection this year and asked if County staff could view the property on Wednesday

morning. Mr. Tait said yes. Assessor Munneke assigned an appraiser for him to speak to before leaving.

an appraiser inspect the property tomorrow.

Commissioner Weik made a motion to recess the meeting. It was seconded by Commissioner Johnson. The

motion carried.

All County Board members signed the County Board Certification form.

The 1st meeting of the 2019 Washington County Board was recessed at 7:17 pm.

Commissioner Kriesel made a motion to accept the staff recommendation. Commissioner Miron seconded the

motion. The Board expressed concern with making a change to a property that had no physical inspection. Assessor

Commissioner Miron made a motion to accept the staff recommendation. Commissioner Karwoski seconded the

motion. The motion carried.

Assessor Munneke directed the Board to the Valuation and Classification list of staff recommendations included

in their packet. It is a list of properties where the appraisers met with the owners after the Local Board of Appeal

and Equalization and owners who requested an appointment at the County Board of Appeal and Equalization, the

appraiser met with the taxpayer and was able to resolve the issue. Each item on the list was reviewed.

Commissioner Miron made a motion to approve the list as submitted. Commissioner Weik seconded the motion.

The motion carried.

All County Board members signed the County Board Certification form.

Commissioner Weik made a motion to adjourn. Commissioner Johnson seconded the motion. The motion

carried.

The 2nd meeting of the 2019 Washington County Board closed at 12:05 pm.
