The Mendota Heights City Council approved a preliminary levy increase of 1.66 percent at its meeting Sept. 1. The preliminary levy standard sets the bar for how high the levy can go, though it can be adjusted downward.
Due to the modest increase, residents should see a slight decrease in the city's portion of their property taxes, according to Finance Director Kristin Schabacker.
The draft spending plan for 2010 holds staffing steady and does not include any significant changes to programs or department funding. The city also has factored in a loss of $112,883 in Market Value Homestead Credits being cut by the state.
Council members commented that they were particularly pleased with the budget draft they reviewed at a workshop Aug. 25. "It's so wonderful to see a city staff bring forth a budget that we don't have to chop away at," said council member Jack Vitelli.
Residents will receive parcel-specific notices in November, said Schabacker. The state requirement to hold a truth in taxation hearing was lifted in the last legislative session, however, the council plans to take public comments about city spending at their Dec. 1 city council meeting. This is not, however, a forum to voice frustrations about individual property valuation assessments. Those property values are determined by the county, not the city.
