Russian Foreign Minister Sergei Lavrov said after the NATO summit that an “iron curtain” had once again emerged between Russia and the West.

At least 10 people were killed when a rocket hit a high-rise residential building, Sergei Bradchuk, a spokesman for the Odessa military administration, said on the Telegram messaging app.

A translated version of his earlier message said there were two attacks – one on a nine-story residential building and the other on a recreation center.

In the residential building, several bodies have already been removed and others have been rescued from the rubble.

Macron added that NATO allies meeting in Madrid had “unanimously decided” to increase humanitarian and military aid to Ukraine, which is trying to fight Russian forces.
